The prEUgovor coalition presents its latest Alarm – report on Serbia's progress in implementation of policies in the areas covered by Cluster 1 (Fundamentals), with the focus on political criteria and chapters 23 (Judiciary & Fundamental Rights) and 24 (Justice, Freedom & Security) of the EU accession negotiations. The Report covers the period from November 2024 to April 2025. The event will take place on Tuesday, 2 June, at 11 AM, at Envoy Conference Centre.

Presentation of prEUgovor Alarm Report on the Progress of Serbia in Cluster 1

In the past six months (November 2024 - April 2025), much has changed and been set in motion in Serbia. The collapse of the Novi Sad railway station canopy on 1 November 2024 demonstrated that the consequences of corruption, politicised institutions, and dysfunctional oversight can be fatal and indiscriminate in choosing victims. Citizens saw through the façade of the captured state and opposed it clearly and decisively. The state, in turn, reacted with a combination of tried-and-tested tools and new instruments.

How has this affected Serbia’s European integration? What implications does it have for freedom of expression and media? Under what conditions are the upcoming local elections being prepared? How should we evaluate the role of security institutions during public gatherings—and beyond? What, in practice, has come of the promised anti-corruption campaign? Has the Reform Agenda fulfilled its potential in the area of Fundamentals? What is the role of civil society and the European Union in regard to these unfolding events?

Coalition prEUgovor is a network of civil society organisations formed in order to monitor the implementation of policies relating to the accession negotiations between Serbia and the EU, with an emphasis on Chapters 23 and 24 of the Acquis. In doing so, the coalition aims to use the EU integration process to help accomplish substantial progress in the further democratisation of the Serbian society.
